Description

361 Degrees was engaged to design and deliver a stakeholder and community engagement strategy to support Iluka in securing the necessary environmental and regulatory approvals for the development of its first rare earths processing facility in WA’s mid-west.

Building and maintaining relationships with key stakeholders was also a desired outcome in supporting Iluka’s upgrade program for its existing operations in Eneabba. The company sought to mitigate the potential social risks involved in constructing and operating a new facility, including managing radioactive waste. 361 Degrees’ engagement strategy focused on supporting Iluka’s approach to transparent communication about the mineral sands processing activities, gauging community sentiment regarding the upgrades and longer-term benefits for the region.

Embedded within the project team, 361 Degrees tailored a risk-based approach. This involved delivering various engagement and communications opportunities to provide information about the project and gather community feedback. The engagement activities included a mix of stakeholder interviews, community events, and targeted project communications. These efforts supported the development of a Social Impact Assessment that was integral to the project.

Project Outcomes

The engagement program resulted in State and Federal Government Agencies granting all necessary environmental and regulatory approvals for the construction and operation of the new processing facility.

The process also resulted in the creation of a Community Development Plan that continues to guide community development and participation in the construction and operation of the facility. This plan guides Iluka’s ongoing collaboration with community interest groups to identify and leverage a range of opportunities that support the local and broader regional community through each phase of the project lifecycle.
